Application for the granting of a Pavilion Hire Licence to a Natural Person
Through this service, the interested kiosk owner has the opportunity to submit an online application for the granting of a kiosk rental permit to a natural person.
The competent service is the Department of Revenue of the Municipality of Glyfada (15 Alsos, 16675 Glyfada, 3rd floor, tel. 2132025337, email periptera@glyfada.gr).
USEFUL INFORMATION
- What are the general principles for the placement of stands in the Municipality of Glyfada?
On pavements and public spaces in general, where spaces have been or are to be allocated for the placement of stands, free space for pedestrian traffic of at least 2.00 m wide and an additional space of 0.60 m wide for customer service must be provided. Therefore the total distance to the pedestrian traffic side of the cubicle is:
α) In the case where pedestrian traffic and customer service is carried out from the side of the road, then the distance of the face of the cube from the edge of the curb will be at least 2.60 m. The distance from the street line will be at least 0.50 m, if it does not have an awning, its projection will also be 0.50 m from the street line.
b) In case the pedestrian traffic and customer service is carried out from the side of the street line, then the distance of the face of the cube from the street line will be at least 2.60 m. The distance of the edge of the skirt from the vertical projection of the awning of the pavilion to the street must be at least 0.50 m.
Based on the above, the total width of the sidewalks where the placement of kiosks is allowed cannot be less than 4.60 m. (when there is no awning projecting on the rear side of the kiosk, incremented by this projection if applicable) or 5.10 m. when the canopy is 2.00 m. wide, respectively. No nylon is allowed.
- What types and dimensions of the body of the stands are allowed in the Municipality of Glyfada?
The type and dimensions of the kiosks of the K.Y.A. Φ 443531/24/300030/69, as amended by the K.Y.A. of the Ministry of National Defence, Ministry of Public Works and Public Works Φ.900/12/158489/06, “On the type and dimensions of wheelchair kiosks”, was abolished by par. 13 of article 76 of Law 4257/2014 (93 A).
2 types of stands are allowed in the Municipality of Glyfada, depending on the location:
Type A
- Maximum length and maximum width of the cube 2,00 x 2,00 m. The external dimensions of the cube can vary in height, but never exceed the maximum 2,00 x 2,00 m.
- Maximum height from the pavement: 2.60 m. The maximum height includes the height of the pyramidal awning and the height of the base (maximum base height 0.10 m). Height from the base to the doors 0,90 m.
- Materials:
α) Cubicle construction: Frame: metal or wooden. Filling elements: aluminium or wood panels, panels with integrated metal or wood or synthetic shelves, or plexiglass advertising panels.
b) Base: metal (sheet metal) surface or wooden floor supported on metal or wooden beams, with full coverage of the side openings of the base. The construction of a base made of cast materials (e.g. concrete) is prohibited.
- Transaction boxes: around the perimeter and on the 4 sides of each pavilion 4 boxes are constructed for transactions with the public, one of which is the door of the pavilion, so that the pavilions are prominent and adapt in the best possible aesthetic way to the environment, in order to avoid blind sides of the construction.
- Shelves that protrude beyond the specified dimensions (2,00 x 2,00 m) are absolutely forbidden.
- Tents: Mobile awnings (awnings) supported solely on the booth, without vertical supports on the outside of the booth, are permitted. Maximum projection distance from outside of the outside of the canopy is 1,50 m in horizontal projection and always 0,50 m inside the curb or street line. The type, materials of the curbing shall be approved by the Technical Service. Colour: Dark grey.
- Advertising: it is allowed to place advertisements, illuminated or not, integrated on the booth’s canopy, as well as on the roofs of the booths at a height not exceeding 0.40 m. from the base of the roof, provided that they do not fall under other prohibitive provisions. Advertising on the awning of the stand is not permitted (Decree No 52138/03).
- Safety Rolls: The installation of safety rolls for the security of the booth is permitted, the construction of which does not exceed in horizontal section the upper dimensions of the booth as defined in paragraph j of this Article.
- Color: Pavilions shall be grey (RAL 7011, RAL 7012, RAL 7024 or similar) on the outside.
10)Absolutely all items other than the booth’s booth cube are prohibited. Exceptionally, additional items of equipment or refrigerators are allowed, which must be integrated in a single design with the stand, and which will be subject to approval by the Technical Services of the Municipality (location, type, form). These items must not under any circumstances protrude from the vertical projection of the tent of the stand. Only one (1) soft drink cooler and one (1) ice cream cooler per leased booth space is allowed.
Type B
- Maximum length and maximum width of the cube 1,50 x 2,00 m. The external dimensions of the cube can vary in height, but never exceed the maximum 1,50 x 2,00 m.
- Maximum height from the pavement: 2,60 m. The maximum height includes the height of the pyramidal awning and the height of the base (Maximum height of the base 0,10 m.) Height from the base to the doors 0,90 m.
- Materials:
α) Cubicle construction: Frame: metal. Filling elements: aluminium or wood panels, panels with integrated metal or wood or synthetic shelves, or plexiglass advertising panels.
b) Base: metal surface (sheet metal) or wooden flooring supported on metal or wooden beams. The construction of a base made of cast materials (e.g. concrete) is prohibited.
- Transaction lockers: around the perimeter and on the 4 sides of each pavilion 4 lockers are constructed for transactions with the public, one of which is the pavilion door.
- Shelves that protrude beyond the specified dimensions (1.50 x 2.00 m) are absolutely prohibited.
- Tents: Mobile awnings (awnings) supported solely on the booth, without vertical supports on the outside of the booth, are permitted. Maximum projection distance from the outer sides of the canopy is 1,50 m in horizontal projection and always 0,50 m inside the kerb. The type, materials of the curbing, following a proposal of the City Council. Colouring.
- Advertising: it is allowed to place advertisements, illuminated or not, integrated on the booth’s canopy, as well as on the roofs of the booths at a height not exceeding 0.40 m. from the base of the roof, provided that they do not fall under other prohibitive provisions. Advertising on the awning of the stand is not permitted (Decree No 52138/03).
- Security Rolls: The installation of security rolls for the stand is permitted, the construction of which does not exceed the upper dimensions of the stand in horizontal section.
- Color: Pavilions must be grey (RAL 7011, RAL 7012, RAL 7024, or similar) on the outside.

The same type of kiosks applies to all of Glyfada. Exceptionally, the construction of a special type and dimensions of a pavilion may be allowed with the approval of the Municipal Council, following a proposal by the Technical Department of the Municipality, if it is necessary for traffic and aesthetic reasons.
- Are there any special cases of stand construction?
It is possible to install photovoltaic systems in pavilions of an appropriate size to cover their own energy needs. In this case, the type and dimensions of the pavilions, the construction interventions for increasing the dimensions of existing pavilions, the technical specifications, criteria and any necessary details of the accompanying equipment inside the pavilion, as well as the relevant marking as “solar pavilion” are determined by a joint decision of the Ministers of Development, Interior and Environment, Spatial Planning and Public Works.
- What is the maximum limit for a public space concession?
- Pavilions may be allocated additional space (public space) beyond the space occupied by the canopy of the pavilion, which will be used for the placement of refrigerators for the sale of ice cream, soft drinks and stands for the sale of brochures. This area is adjacent to the area occupied by the canopy of the stand. Any aisles that may be created in between and used to serve the customers of the kiosk shall be considered as use and occupation of public space.
The maximum public space allowed is six (6) metres, provided that the smooth passage of pedestrians is not obstructed and all provisions of this regulation apply. If local conditions permit, an additional public space of up to 8 square meters may be granted upon approval of the Quality of Life Committee and subject to the payment of a proportional fee for the occupation of the public space for kiosks.
- How are the sites allocated for the installation and operation of kiosks determined?
- The locations of kiosks are determined by a decision of the Municipal Council, which is issued following a recommendation of the Quality of Life Committee and the opinion of the relevant police authority, which examines the suitability of the areas in terms of pedestrian and vehicle traffic safety. It is noted that the negative opinion of this authority binds the City Council as regards the designation of the sites. In determining the locations, account is taken of the provisions in force at the time concerning the protection of natural and architectural heritage, woodland, historic sites, public traffic, the aesthetic and functional character of the urban environment and, in general, the protection of public amenities.
- All booth locations are depicted in topographic diagrams of appropriate scale, by the Technical Services Department of the Municipality, which depict the canopy of the booth, its surrounding area and the wider area, in accordance with the provisions of subsection F 2 of the first article of Law 4093/2012 (222 A’), as replaced by Article 76 of Law 4257/14 (93 A’) and in force.
- The operating locations of existing administrative kiosk licenses are not subject to re-determination by City Council resolution. If a vacancy occurs for any reason, the following procedure shall be followed. If it is decided to keep it, the above-mentioned procedure shall apply.
- The value of the space occupied by the base of the pavilion according to Law 4093/2012 (222 A’) will be a function of the commerciality of the location, the traffic data and the possibility of further concession of the surrounding public space and will result after a bidding and open auction to be conducted by the Municipality of Glyfada.
- The fee for the use of the space occupied by the canopy of the kiosks already operating before Law 4093/2012 (222 A’) is determined by the City Council, following a recommendation of the Finance Committee and begins to be paid to the Municipality from 01/01/2014 by the person in whose name the installation and operation license has been issued or by the person to whom it has been transferred by inheritance before Law 4093/2012, upon request within January of each year.
- The operating licenses of the pavilions already operating until today, which were granted before Law 4093/2012 (222 A’), are valid until the loss of the right of exploitation, either due to the death of the beneficiary or due to the relinquishment of this right. In the event of the death of the holder of an existing licence, it may be transferred once only and for a period of 10 years.
