What are the general principles for the placement of stands in the Municipality of Glyfada?
On pavements and public spaces in general, where spaces have been or are to be allocated for the placement of stands, free space for pedestrian traffic of at least 2.00 m wide and an additional space of 0.60 m wide for customer service must be provided. Therefore the total distance from the pedestrian traffic to the side of the kiosk is:
a) If pedestrian traffic and customer service are carried out from the roadside, then the distance of the face of the kiosk from the edge of the curb shall be at least 2.60 m. The distance from the street line shall be at least 0.50 m, and if there is no awning, its projection will also be 0.50 m from the street line.
b) If pedestrian traffic and customer service are carried out from the street line side, then the distance of the face of the kiosk from the street line shall be at least 2.60 m. The distance of the edge of the curb from the vertical projection of the awning of the kiosk to the street must be at least 0.50 m.
Based on the above, the total width of the sidewalks where the placement of kiosks is allowed cannot be less than 4.60 m (when there is no awning projecting on the rear side of the kiosk, increased by this projection if applicable) or 5.10 m when the canopy is 2.00 m wide, respectively. No nylon coverings are allowed.
What types and dimensions of the body of the stands are allowed in the Municipality of Glyfada?
The type and dimensions of the kiosks according to K.Y.A. Φ 443531/24/300030/69, as amended by the K.Y.A. of the Ministry of National Defence, Ministry of Public Works and Public Works Φ.900/12/158489/06, “On the type and dimensions of wheelchair kiosks,” were abolished by paragraph 13 of article 76 of Law 4257/2014 (93 A).
Two types of stands are allowed in the Municipality of Glyfada, depending on the location:
Type A
Maximum length and maximum width of the kiosk: 2.00 x 2.00 m. External dimensions may vary in height but never exceed the 2.00 x 2.00 m maximum.
Maximum height from the pavement: 2.60 m. This includes the height of the pyramidal awning and the height of the base (max. base height 0.10 m). Height from the base to the doors: 0.90 m.
Materials:
a) Kiosk construction: Frame: metal or wood. Filling elements: aluminium or wood panels, panels with integrated metal, wood or synthetic shelves, or plexiglass advertising panels.
b) Base: metal (sheet metal) surface or wooden floor supported on metal or wooden beams, fully covering side openings of the base. Construction of a base made of cast materials (e.g., concrete) is prohibited.
Transaction boxes: Around the perimeter and on all 4 sides of each kiosk, 4 boxes are constructed for transactions with the public, one of which is the kiosk door, to ensure visibility and aesthetic integration, avoiding blind sides.
Shelves protruding beyond the specified dimensions (2.00 x 2.00 m) are strictly forbidden.
Tents: Mobile awnings supported solely on the kiosk, without vertical supports outside the kiosk, are permitted. Maximum horizontal projection from the kiosk outer side is 1.50 m and always 0.50 m inside the curb or street line. Type and materials of curbing shall be approved by the Technical Service. Colour: dark grey.
Advertising: Illuminated or not, advertisements integrated on the kiosk’s canopy and roofs are allowed up to a height of 0.40 m from the roof base, provided no other prohibitions apply. Advertising on the awning itself is not permitted (Decree No 52138/03).
Security Rolls: Installation of security rolls is permitted, as long as their horizontal section does not exceed the kiosk’s defined upper dimensions.
Colour: Kiosks shall be grey (RAL 7011, RAL 7012, RAL 7024 or similar) externally.
Only the kiosk structure itself is allowed. Exceptionally, additional equipment or refrigerators can be integrated into the kiosk design and must be approved by the Technical Services of the Municipality. These must not protrude beyond the vertical projection of the kiosk’s awning. Only one (1) soft drink cooler and one (1) ice cream cooler per leased kiosk space is allowed.
Type B
Maximum length and maximum width of the kiosk: 1.50 x 2.00 m. External dimensions may vary in height but never exceed the 1.50 x 2.00 m maximum.
Maximum height from the pavement: 2.60 m (including awning and base). Base max height: 0.10 m. Height from base to doors: 0.90 m.
Materials:
a) Kiosk construction: Frame: metal. Filling elements: aluminium or wood panels, panels with integrated metal, wood, or synthetic shelves, or plexiglass advertising panels.
b) Base: metal (sheet metal) or wooden floor supported on metal or wooden beams. Cast material bases (e.g., concrete) are prohibited.
Transaction boxes: Four boxes for transactions around all 4 sides, including the door.
Shelves protruding beyond the specified dimensions (1.50 x 2.00 m) are strictly forbidden.
Tents: Mobile awnings supported solely on the kiosk without external vertical supports allowed. Maximum horizontal projection: 1.50 m; always 0.50 m inside the curb. Materials and curbing must be approved by City Council.
Advertising: Same as Type A (no awning advertising, max height 0.40 m on canopy or roof).
Security Rolls: Allowed within the kiosk’s horizontal dimensions.
Colour: Grey (RAL 7011, RAL 7012, RAL 7024, or similar).
Only the kiosk cube itself is allowed. Exceptionally, additional equipment or refrigerators may be integrated with approval and must not protrude beyond the awning’s vertical projection. One soft drink cooler and one ice cream cooler per kiosk allowed.
The same kiosk types apply throughout Glyfada. Exceptionally, special types or dimensions may be allowed with Municipal Council approval following a proposal from the Technical Department, for traffic or aesthetic reasons.
Are there any special cases of stand construction?
Photovoltaic systems may be installed on appropriately sized kiosks to cover their energy needs. In such cases, the type, dimensions, construction changes, technical specifications, criteria, accompanying equipment details, and marking as “solar kiosk” are determined by a joint ministerial decision of Development, Interior and Environment, Spatial Planning and Public Works.
What is the maximum limit for a public space concession?
Kiosks may be allocated additional adjacent public space beyond their canopy area for refrigerators (ice cream, soft drinks) and brochure stands. Any aisles between these for customer service count as public space usage.
Maximum allowed public space is 6 meters, provided pedestrian passage is unobstructed and all regulations apply. Local conditions may allow up to 8 square meters with Quality of Life Committee approval and proportional fee payment.
How are the sites allocated for the installation and operation of kiosks determined?
Locations are decided by the Municipal Council after a recommendation by the Quality of Life Committee and opinion of the police authority regarding pedestrian and traffic safety. A negative police opinion binds the Council.
Considerations include protection of natural/architectural heritage, woodland, historic sites, public traffic, urban aesthetics, and public amenities.
All kiosk locations are mapped in topographic diagrams by the Municipality’s Technical Services, showing the kiosk canopy, surroundings, and wider area per Law 4093/2012 and Law 4257/2014.
Existing kiosk licenses’ locations are not subject to re-determination unless a vacancy arises, then the above process applies.
Space value for kiosks per Law 4093/2012 depends on commerciality, traffic data, and potential further concession, determined by public auction.
Fees for kiosk space used before Law 4093/2012 are set by the Council, following Finance Committee recommendations, payable from 01/01/2014 by the licensee or transferee.
Existing licenses before Law 4093/2012 remain valid until rights expire or are relinquished. Upon holder’s death, transfer is allowed once for 10 years.
