The person concerned is entitled to apply if he/she is an adult or one of the two parents in the case of a minor. For an event that took place before February 2018, a Birth Certificate with the new place of birth is required. For men registered in the Mens  Register of another municipality, a certificate of registration in the Mens’ Register with the new place of birth is required.
